Yes, for most but not all drugs

Many people who struggle or are challenged by drug addictions, be it an illegal substance or alcohol, are less likely to seek help knowing that they can get in trouble with the law. For them to come forward and say they are under the influence already incriminates them and puts them in a bad light. Why would someone come forward, seeking help, when they know state programs do not help them ultimately and do not create good rapport especially if they're serving a lengthy sentence because of a conviction?
