Tuition should at least be substantially subsidised across the board. With respect to some programs, a reasonable fee should be charged for those who can afford to pay it.

Not free but not too expensive either, fees should not cause parents to take out loans for tuition, but be enough to cover the running costs of the Universaties but if not then be government susidised

Assure universal access for any deserving individual to tertiary education via a combination of government subsidized student loans, with very easy and flexible repayment options, including loan forgiveness in cases of health issues, major economic crisis, etc.
