If they mean it in a threatening manner and mean it as a violent stance towards jews, then it should be viewed as a hate crime, so yes.

In extreme circumstances, burning the flag of a nation that has completely lost sight of its origins and no longer represents its people, or perhaps is a threat to the people, seems an appropriate gesture.

While yes, this could be viewed as antisemetic(especially if done and/or seen by neo-nazi and/or anti Israel groups), it would also be a violation of free speech to ban it. Maybe a compromise of having the right to burn other specific institutional flags(for example: army, MDA, and Police flags)
