Addiction should be tolerated, but not encouraged. If one is unable to hold down a job or function peacefully in society, then addiction is a serious matter.

I believe the government should fund therapy/therapy related treatments to prevent from citizens from falling into any kind of addiction/easen the addiction and keep them in check.
