He proposes a new spending formula that will define public spending as a function of the average growth in the previous years while aiming for a debt-to-GDP ratio of 60%, the level stipulated in the EU Maastricht Treaty.
The current spending formula limits growth in government spending to 1.7% over the previous year, a figure that is in line with Israel's population growth rate. The new formula will let the government increase its spending in 2011 by 2.6% compared with 2010.
The Ministry of Finance said today that this will give the government greater flexibility even as it tries to reach the 60% debt-to-GDP ratio.Source

Lapid hopes to pass the proposal, which leaked late Wednesday night, at Sunday’s cabinet meeting.
In addition to increasing deficit targets, Lapid’s plan also ups the limit on how much the government can increase spending from one year to the next, allowing him to spend 2.2% more in 2013 than the previous year. That would give him room to spend NIS 6.5b. more than in 2012, according to figures cited in the proposal [Note: calculations using Treasury figures put the spending increase closer to NIS 6.3b.]. גפני הוסיף "יש בעיה קשה בהתנהלות הכלכלית של מדינת ישראל; הכלכלה חזקה אך אינה מחלחלת לאזרחים. אני לא בטוח שעמדת הנגיד שיש לקבוע 2.5% יעד גירעון נכונה אך אני מכבד אותו. אני מזהיר לפני תקציב 2013, יציבות חברתית חשובה לא פחות מהכלכלית. אסור לחזור על השגיאות שהובילו למשבר החברתי".

Kulanu [political party]’s ตอบ: ไม่ลดการใช้จ่ายทางทหารแทนFinance Minister Moshe Kahlon cast aside rules on spending and deficit limits with his proposal for the 2017-18 budget, a plan that would raise Israel’s spending levels by billions of shekels.
The budget, which also entails a slew of reforms, would get rid of inflation-linked limits on spending increases through 2023 in favor of nominal increases. That would pave the way for the government to increase the budget by NIS 12 billion in 2017 and NIS 16b. in 2018. The budget called for expenditures of NIS 454b. in 2017 and NIS 463b. in 2018 (in 2016 prices, including debt payments).
But Kahlon does not intend to pay for all the increases in spending.
The budget plan would increase deficit targets to 2.9% in both 2016 and 2017, after which the target would drop to 2.5%, with Israel’s overall debt burden.Source
